Only a day earlier, Mussolini had given a speech before visiting Adolf Hitler, attempting to split the French and British. Mussolini stated that he intended to retain his soldiers in Spain until Franco achieved complete victory, and claimed that he had the moral support of the British government. Ribbentrop appears to address the turmoil which following Il Duce’s pronouncements, in part: "…I supported my conclusions with respect to the press with a few examples from the American Press and added that the Mussolini speech appeared to me to be only an answer to that kind of provocation.
